Professional Internship

Beginning in 1966, he served as a professor in the Department of Administrative Law at the University of Buenos Aires (UBA) School of Law, under the direction of Professors Miguel S. Marienhoff, Jorge Tristán Bosch, Manuel María Diez, and Pedro Aberastury, who, at that time, were the most distinguished and prestigious legal scholars in Argentina and Ibero-America.

He later became a full professor at that same university and at other private universities (the Argentine Catholic University, the University of El Salvador, and the University of the Argentine Social Museum). From 1972 to 1983, he directed the Specialization Program in Administrative Law and Administrative Sciences. He also served as dean of the School of Law at the University of the Argentine Social Museum.

His career in the public sector (1966–1976) was intense and varied; he served as a state attorney, Director General of Legal Affairs at the Ministry of Industry and Mining, Technical Undersecretary of the Secretariat of Industrial Development, and, finally, Undersecretary of Mining, which allowed him to gain valuable experience that he always combined with his teaching, studies, and research work.

After leaving public service, he began practicing law in the private sector as a partner at the law firm Sáenz Valiente, Padilla & Cassagne (1977–1983).

In 1983, he founded the law firm Cassagne & Asociados (1983–1991), a major legal practice that achieved a high level of excellence and specialization.

His business and professional experience is further enhanced by the fact that he was a founding partner of the law firm Cárdenas, Cassagne & Asociados in 1991 and, beginning in 1992, has served on the boards of directors—as chairman or trustee, respectively—of gas and electricity distribution companies in the metropolitan area and Greater Buenos Aires. He served as Chairman of the Board of the Natural Gas Distribution Company of Buenos Aires (Metrogas) (1992–1998). In 1999, he was appointed Chairman of the Board of Aguas Argentinas S.A. and a member of the Board of IDEA (Institute for Business Development in Argentina). He served as a trustee for Edenor (1992–2001) and Edesur (2001–2003), and also served on the Board of Directors of Telefónica Argentina (2000–2003).

He is a member of several leading business associations, including the Argentine Chamber of Commerce; the Argentine Business Association (AEA); the International Law Association; the Franco-Argentine Chamber of Commerce and Industry; and the Spanish Chamber of Commerce, among others. He was also appointed Vice President of the Ibero-American Association for Regulatory Studies.

He has served as an advisor to the Association of Argentine Media Organizations (ADEPA) and the Association of Newspaper Publishers of the City of Buenos Aires (AEDBA), participating in various seminars and meetings that addressed the issue of freedom of expression and the mechanisms for protecting it.

He served as president of the Argentine Association of Administrative Law for two terms, organizing important seminars and academic conferences. Together with Spanish professor Jesús González Pérez, he has directed the Spanish-Argentine Conference on Administrative Law for several years, which has featured the discipline’s most prominent specialists.

He served as director of the “Professor Rafael Bielsa” Institute of Administrative Law and of the Specialization Course in Administrative Law (1974–1983) at the University of Buenos Aires (UBA).

He was a visiting professor at the University of Paris X (Nanterre, France) and the University of Pau (France); at the Spanish universities of Madrid (Autónoma), Salamanca, San Pablo CEU, La Coruña, Navarra, and Valladolid; the Galician School of Public Administration; and at several institutions of higher education in Ibero-America, such as the Pontifical Catholic University of Santiago de Chile and the Pontifical Catholic University of Valparaíso (Chile); the University of the Republic and the Catholic University of Montevideo (Uruguay); the State University of Rio de Janeiro, the University of São Paulo, and the Catholic University of Rio de Janeiro. The Colegio Mayor de Nuestra Señora del Rosario in Bogotá, where he was honored with the title of Honorary Professor in 1984 for his “outstanding academic achievements” in the field of public law; as well as the University of the Andes, Externado University, and Javeriana University (Colombia); the University of San Marcos and the Pontifical Catholic University of Peru; the Inter-American University and the National Autonomous University of Mexico.

In 2005, he was appointed a member of the Scientific Committee of the University of Salamanca in Argentina.

He has had an extensive and varied career teaching graduate and doctoral courses at various universities in the country and abroad.

He served on numerous committees responsible for drafting bills, some of which were enacted into law, such as the National Expropriation Act, the Basic Legal Framework for the Civil Service, the Administrative Litigation Code of the Province of Buenos Aires, and the Administrative Procedure Act of the Province of Santiago del Estero.

He founded and serves as editor-in-chief of the *Revista de Derecho Administrativo*, a specialized quarterly journal that has been published since 1989.

He is the Director of the Institute of Administrative Law at the National Academy of Law and Social Sciences in Buenos Aires and a member of the Doctoral Committee at the University of Buenos Aires (UBA).

A founding partner of Estudio Cassagne Abogados, he is actively practicing law in the field of business consulting related to the public administration, as well as in the judicial sphere in administrative litigation.

Honorary Doctorate from the Universidad del Colegio Mayor de Nuestra Señora del Rosario (August 2017) and from the School of Law and Political Science at the Universidad Abierta Interamericana (UAI) (September 2018).

Honorary Member of the Royal Academy of Jurisprudence and Legislation and Corresponding Member of the Royal Academy of Moral and Political Sciences, both in Madrid.

Member of the following Ibero-American academies: the Colombian Academy of Jurisprudence, the Peruvian Academy of Law, the Venezuelan Academy of Political and Social Sciences, the Mexican Academy of Jurisprudence and Legislation, and the National Academy of Law of Uruguay.

Member of the International Academy of Comparative Law (AIDC), based in Paris, and of the Inter-American Academy of International and Comparative Law.

President of the National Academy of Law and Social Sciences of Buenos Aires for the 2022–2025 term. In 2023, he was appointed Full Member of the Rodolfo Rivarola Chair in the Law and Social and Political Sciences Section of the National Academy of Sciences of Buenos Aires.

Education and Academic Activities

He was born in San Nicolás de los Arroyos (Province of Buenos Aires) on December 2, 1937.

He attended elementary and high school at Champagnat School (Buenos Aires) and Carmen Arriola de Marín School (San Isidro).

He is an attorney who graduated from the School of Law and Social Sciences at the University of Buenos Aires in 1966 and holds a Ph.D. in Law and Social Sciences (with a specialization in Administrative Law and Administrative Sciences).

He attended elementary and secondary school at the Champagnat Schools (Buenos Aires) and the Carmen Arriola de Marín School (San Isidro), and he pursued his law degree at the School of Law and Social Sciences at the University of Buenos Aires, where he graduated with a law degree and a Ph.D. in Law and Social Sciences (specializing in Administrative Law and Administrative Sciences).

He held various positions in the Department of Administrative Law at the School of Law and Social Sciences of the University of Buenos Aires until his appointment as Full Professor of that subject in 1974; his most recent appointment to that position occurred in 1998, following a competitive selection process based on qualifications and a written examination. In 2004, he was appointed Consulting Full Professor at that university.

He served as full professor of Administrative Law at the School of Law and Political Science of the Pontifical Catholic University of Argentina, having also held the same position at other universities, such as the University of El Salvador and the Argentine Social Museum. He was named Professor Emeritus of the Pontifical Catholic University of Argentina in 2008, Honorary Professor of the Law School at the Universidad del Colegio Mayor de Nuestra Señora del Rosario in Bogotá, and of the Law Schools at the National University of San Marcos and the Pontifical Catholic University of Peru, and Ad Honorem Professor of the Law School at the Catholic University of Uruguay.

He has carried out teaching, scientific, and academic activities at the National University of Cuyo (Mendoza); FASTA (Mar del Plata); the National University of the North “St. Thomas Aquinas” in Tucumán; and the National Universities of Rosario, Santa Fe, Cuyo, San Juan, Tucumán, Mendoza, Corrientes, and del Litoral, as well as at the University of Salta.

Honorary Member of the Institute of Administrative Law, University of the Republic, School of Law of the Eastern Republic of Uruguay, Montevideo (1996).

He has had an extensive and varied career teaching graduate and doctoral courses at various universities in the country and abroad.

He served on the Academic Council of the Master's Program in Administrative Law at Austral University.

He founded the *Revista de Derecho Administrativo* (Journal of Administrative Law) in 1989 and has served as its editor ever since; it is a specialized publication that appears quarterly in Buenos Aires. He has served as director of the Specialization Program in Administrative Law at the University of Belgrano.

Awards and Recognition

For his scholarly work in the field of administrative law, he received a number of awards, including the award presented by the Buenos Aires City Bar Association in 1970 (^First Prize in the Dr. Diez Competition) and the Platinum Konex Award in 1996 in the category of “Administrative, Tax, and Criminal Law.”

In 2001, he was recognized as one of the leading figures in Argentine public law and was selected by the British publication “Chambers and Partners” (London) as one of the world’s top 100 lawyers.

In 2002, he received the Academic Vocation Award in recognition of his outstanding professional career, presented at the 7th National Conference on Vocation, Training, and Employment in the Argentine Republic.

The French government honored him with the Legion of Honor, conferring upon him the rank of Knight (2003).

In 2014, he received the Order of La Vieira in Santiago de Compostela.

In 2018, he was named “Lawyer of the Year 2018” in Administrative Law by the publication Best Lawyers. The School of Legal and Political Sciences at the University of Business and Social Sciences (UCES) awarded him the “Justice Award 2022.”
