Professional Internship

An attorney with more than twenty-five years of experience in administrative law, specializing in the regulation of the electric power and public utilities sectors.

She provides comprehensive advice to domestic and international companies on matters related to government regulation, public procurement, energy, and infrastructure. In this context, she has extensive experience in complex litigation before national courts—including the Supreme Court of Justice of Argentina—and in domestic, international, and investment arbitration proceedings.

He is also well-known for his academic work as a university professor and is the author of numerous publications in his field of expertise.

He has been a partner at Cassagne Abogados since 2005. Previously, he worked at Cárdenas, Cassagne & Asociados, at EDESUR S.A. (Legal Affairs Department), at López Olaciregui, and in the National Judiciary, in the Federal Administrative Litigation Jurisdiction.

He served as an Associate Judge of the First Instance of the Federal Administrative Court (2004–2010). He has served as a trustee for CAMMESA (Compañía Administradora del Mercado Mayorista Eléctrico S.A.) on behalf of AGUEERA since 2016. He has been a member of the Arbitration and ADR Commission of ICC Argentina since 2023 and served as a director of the Buenos Aires City Bar Association (2021–2022).

He was recognized as a Leading Individual (Band 3) in the Energy and Natural Resources practice area by Chambers Latin America from 2010 to 2016.

Education and Academic Activities

He graduated with a law degree from the School of Law and Social Sciences at the University of Buenos Aires (1997). He completed a refresher course in public law at the University of San Pablo-CEU in Madrid (2002).

He has been a Full Professor of Administrative Law at the Universidad del CEMA since 2023. Previously, he served as an Assistant Professor, Adjunct Professor, and Associate Professor of the same subject at the University of Buenos Aires, the Argentine Catholic University, Austral University, and the University of Belgrano, among other institutions.

He has focused his teaching activities on master’s degree programs, specialization programs, and graduate-level courses, including the Master’s in Economic Administrative Law at the Catholic University of Argentina; the Master’s in Administrative Law at Austral University; the Specialization Program in Administrative Law and Public Administration at the University of Buenos Aires School of Law; the Postgraduate Program in Economic Regulation and the Specialization in Public Services Regulation Law at Austral University; and the Postgraduate Program in Administrative Law at the University of Belgrano, in subjects related to energy, public services, state liability, and arbitration. He also regularly participates as a speaker and panelist at national and international conferences, workshops, and seminars related to these same subjects.

Author of an extensive body of scholarly work on administrative law, economic regulation, energy, public services, arbitration, and state liability. He has published more than 50 articles, case notes, commentaries, and research papers in specialized legal journals and leading legal newspapers, including *La Ley*, *El Derecho*, *Revista de Derecho Administrativo*, *Jurisprudencia Argentina*, and *Rubinzal-Culzoni*, as well as in collective works and reference treatises on public law, among which the following stand out:
