Professional Internship

From 1979 to 1985, he served in the National Judiciary, where he began specializing in administrative law. From 1986 to 1988, he practiced law independently. From 1988 to 1991, he worked as an associate attorney at the law firm Alchouron, Brady Alet & Cardini.

In 1991, he joined the law firm Cassagne & Asociados first, and shortly thereafter the law firm Cárdenas, Cassagne & Asociados, as an associate until 1996 and as a partner from that same year until the end of May 2005, at which time the spin-off that gave rise to the law firm Cassagne Abogados was formalized.

Education and Academic Activities

He has been actively involved in academia—a commitment that continues to this day—as an adjunct professor teaching the undergraduate course “Elements of Administrative Law” at the School of Law and Social Sciences of the University of Buenos Aires (1988), and in the course “Administrative Law” at the Argentine Catholic University (1995–2000), where he has also been a professor in the graduate specialization program in Economic Administrative Law since 1996. He also serves as a professor in the Master’s Program in Administrative Law and the Graduate Program in Economic Regulatory Law at Austral University, where he has also been responsible for coordinating the Electricity Sector since 1998.

He has also participated—and continues to participate—as a speaker in numerous courses, seminars, workshops, and conferences on administrative law in general and, in particular, on issues related to public services.

He is a member of the Administrative Law Association (1985) and a member of the Buenos Aires City Bar Association, where he serves on the Administrative Law Committee (1994). Between 2004 and 2008, he served as a member of the Bar Association’s Board of Directors; he was re-elected to the Board in 2011 and became President in 2012. In 1995, he was appointed a member of the Institute of Administrative Law of the National Academy of Law and Social Sciences. Since 2014, he has been a member of the Academic Council of the Argentine Journal of Energy, Hydrocarbons, and Mining Law (RADEHM).

He currently serves on the boards of directors and audit committees of various companies and organizations.

He has gained extensive experience in the field of administrative law by advising companies and government agencies on matters related to public bidding, administrative contracts, the provision of public services, industrial promotion, expropriations, the renegotiation of public service contracts, antitrust law, and economic regulation in general, as well as through his role as an attorney and legal representative in all types of administrative and judicial litigation, challenges to administrative decisions, injunctions, amparo actions, and domestic and international arbitration cases of significant economic importance.
